Mintrud issued recommendations regarding non-working days from March 30 to April 3 in Russia.

On March 26, 2020, Ministry of Labour and Social Protection of Russia (“Mintrud”) has published on their official website recommendations to employees and employers related to the Executive Order of the President No. 206 dated March 25, 2020, on declaring non-work days (“Mintrud Recommendations”).
 
Mintrud Recommendations provide a more detailed list of organizations, not covered by the Executive Order employees of which are supposed to work from March 30 to April 3, 2020.
 
Mintrud Recommendations also explain the following regarding declared non-working days:
– the employees shall be fully paid for these days as usually;
– in the case during non-working days the employee has a vacation, these non-working days shall not be included in the vacation and the vacation shall not be extended to these days;
– a non-working day shall not be deemed weekend or public holiday. For this reason, the salary for such day shall be paid in regular amount and not increased one.
 
It is important to note that Mintrud has not clarified whether the payment of salary in the regular amount and not in increased one also refers to the employees of the organizations which will have non-work days as per Executive Order and agree with their employers to continue work from home (remotely) from March 30 to April 3.
