LEGAL UPDATE – Russian Government approved detailed measures upon downing of Russian Military Jet

Following our previous legal update, as being a relative development, please note the ruling of the Government of the Russian Federation from November 30, 2015 №1296 «On measures for implementation of the Decree of the President of Russia «On measures to ensure the national security of the Russian Federation from criminal and other illegal acts and on implementation of special economic measures against the Republic of Turkey» established a general prohibition to Russian employers to hire Turkish employees from January 1, 2016.

In the nearest time the document limiting the general prohibition shall be issued.

Employers sent their proposals to the supreme executive bodies of subjects of the Russian Federation to include them in the list of organizations that will be eligible to employ Turkish citizens after January 1, 2016.

Supreme executive bodies of subjects, in accordance with the request of the Government of Russia, submitted their proposals to the Ministry of Labor.

After January 1, 2016 only two groups of employers will be able to hire Turkish employees:

(1) Employers included in the list of exceptions that will be prepared by The Ministry of Labor on the basis of proposals of higher executive bodies of subjects of the Russian Federation.

(2) Employers not included in the list approved by the Government, will be allowed to enter into, renew, prolong the term of the employment agreements or civil-law agreements with Turkish nationals who are legally employed in Russia at the date of December 31, 2015. But these employers will not be able to hire new employees from Turkey.
