He represents clients before the Federal Energy Regulatory Commission, the U.S. Department of Energy, the New York Public Service Commission, the New York Department of Environmental Conservation and other regulatory agencies in matters involving siting of electric generation and transmission facilities, electric industry restructuring, purchase and sale of utility assets and electric and natural gas rate proceedings. He also represents developers of electric generation and electric transmission and natural gas transmission projects in all matters associated with such projects including project financing and interconnection agreements. Mr. Singer has litigated cases in federal and state courts in matters involving power purchase agreements, antitrust, bankruptcy and other matters regarding energy service. He has negotiated contracts including physical and financial energy purchase agreements, electric transmission interconnection agreements, easements for transmission facilities and natural gas transportation and balancing agreements.
