BIS 2015 Statistics for Export Licenses, License Exceptions and Deemed Exports

The Bureau of Industry and Security (“BIS”) of the U.S. Department of Commerce
publishes statistics on export license activity for dual use goods, commodities and technologies.1
The most recent statistics for calendar 2015 are informative and, in particular, demonstrate that
BIS functions in large measure by using License Exceptions for certain transactions, allowing
exporters to operate with minimal interference so long as they can assure themselves they do
qualify for the criteria for the specific exception and do not implicate any general prohibitions.

 In 2015, the value of exports of goods and commodities from the United States
totaled $1.5 trillion. Of these exports, only $54 billion (or just 3.6%) required some
form of government license.
