Her areas of practice focus on import laws and export controls, representing companies before several governmental agencies, including U.S. Customs and Border Protection, Department of State’s Directorate of Defense and Trade Controls, Department of Commerce’s Bureau of Industry and Security, and Department of the Treasury’s Office of Foreign Assets Controls.
Career Highlights
Vicky regularly assists companies with import compliance matters, such as filing Section 301 and 232 exclusion requests, conducting free trade agreement qualifications (e.g., NAFTA), responding to CBP inquiries and filing protests, classification reviews and tariff mitigation strategies, country of origin determinations, foreign trade zones, and representing companies in Customs audits and Focused Assessments. She also has extensive experience in conducting internal investigations and filing complex prior disclosures to U.S. Customs and Border Protection.
Vicky’s practice in export controls includes helping companies navigate the International Traffic in Arms Regulations, the U.S. Export Administration Regulations, the Foreign Trade Regulations, and various sanction regimes. She assists clients with determining the export jurisdiction and classification of goods and technology; preparing and filing license applications, submitting voluntary disclosures, and advising on economic sanctions.
Vicky routinely partners with companies to strengthen import and export compliance programs and provide tailored training.
Leadership
Vicky is a member of the American Bar Association’s Customs Law Committee, and she has served as an editor for the Committee’s 2014 and 2015 Year in Review publications. Vicky is also a member of the International Compliance Professionals Association and the Organization of Women in International Trade.
Vicky has held training courses for compliance professionals on topics such as free trade agreements, export licenses, and classification under the Harmonized Tariff Schedule.

Credentials
Vicky earned her LL.M in International Law from the University of Houston Law Center and attended law school at St. Mary’s University School of Law, where she served on the editorial board for the St. Mary’s Minority Law Review. Vicky received her B.A. from Trinity University in San Antonio, Texas. She speaks Mandarin Chinese and is licensed to practice before the Supreme Court of Texas and the United States Court of International Trade.
