They develop, implement, and oversee EHS management systems, participate in environmentally sensitive transactions and due diligence activities, defend administrative enforcement actions, support permitting and licensing activities, draft high-quality EHS compliance plans, train plant and management personnel in compliance and auditing skills, and represent clients - and support other law firms - with Superfund, toxic tort, and remediation projects.

GS’s technical regulatory representation and audit practice has taken the Firm into nearly every U.S. State and approximately 55 countries many times over.  As a result, GS has developed a network of approximately 100 international technical EHS support personnel who work with GS to provide quality EHS audit and compliance consulting services.  Together, they have performed over 1,000 EHS audits and due diligence site visits.

Jeff is an attorney in the firm’s EHS department and assists clients with auditing, regulatory compliance and counseling in the fields of Environmental, Health & Safety, and Dangerous Goods Transportation. Jeff leverages his legal and technical experience to provide clients with meaningful and value-driven services. Jeff has led numerous audits focused on all aspects of Environmental, Health & Safety, and Dangerous Goods Transportation compliance in over 25 states and 9 countries. Jeff is well versed in multiple audit protocols, specific corporate requirements, and various local, provincial and national regulations. Jeff’s auditing experience spans several divergent industries from Chemical Manufacturing to Power Generation to Retail Distribution. This flexibility allows clients to tailor their resources into any combination of deliverables whether it be regulatory specific audits such as RMP/PSM or broader due diligence assessments under RCRA and CERCLA. Jeff manages the firm’s waste and recycling evaluation program which provides legal oversight regarding the proper management of client’s waste streams from cradle to grave. Through this program Jeff has firsthand knowledge in the recycling, reuse, and disposal for much of industrial, hazardous and toxic waste generated in the United States. This experience allows the firm to accurately assess client’s risks associated with downstream waste and recycling vendors and communicate agency enforcement trends as well as cost saving opportunities in an ever-expanding industry. Jeff has also completed several outsourced projects designed to equip clients with the tools necessary to achieve sustained robust legal compliance. Projects include in-person and web remote training sessions, drafting EHS plans and procedures and constructing internal control systems such as self-assessments and internal auditing protocols. In the unfortunate but sometimes unavoidable event a significant non-compliant condition is discovered, Jeff has drafted legal memoranda regarding agency regulatory interpretation, risk exposure, and necessary corrective measures which clearly communicate the core issues to stakeholders and provides feasible options for sound legal resolution. Jeff holds a Bachelor of Science in Mechanical Engineering from the University of Cincinnati, a Juris Doctor from the Taft College of Law at the University of Cincinnati and is a licensed practicing attorney in the State of Ohio. Previously, Jeff worked as a Project Manager in the construction and maintenance of light product and crude petroleum pipelines in the Midwest and Southern United States.
