Matthew F. Fitzsimmons,

Matthew F. Fitzsimmons, former U.S. Privacy Officer and Lead Cybersecurity Counsel at Cigna Corporation, has joined the firm as a partner. 

Matt brings his considerable law enforcement and in-house corporate experience to the firm’s national Data Privacy and Protection and State Attorneys General Practice Groups. He joins former colleagues from the State Attorney General’s office: Connecticut’s immediate past Attorney General George Jepsen and the state’s immediate past Chief Deputy Attorney General Perry Zinn Rowthorn. Along with other experienced data privacy and protection attorneys including Co-Chair William J. Roberts, this team guides clients across sectors and jurisdictions through each step of the data privacy and protection lifecycle, from initial information collection, management, protection and disposal, through regulatory compliance, to post-breach responses, notifications and litigation.

During his time at Cigna, Matt handled complex privacy and information protection matters spanning all state and federal privacy laws and led the firm’s incident response team in investigations, breach notification and incident management. Matt also managed privacy and other data access and use issues involved in Cigna’s $67 billion mergers with Express Scripts focusing on both pre-close data sharing matters and post-close integration efforts.

Prior to joining Cigna, Matt served for 11 years as an Assistant Attorney General for the State of Connecticut. For his last six years there, he headed the Privacy Task Force and then the Connecticut Privacy & Data Security Department, the first such organization focused on privacy within a state attorney general’s office in the United States. Matt served as the lead attorney on all matters involving data security and privacy, including data breaches, and led numerous high-profile multistate investigations and negotiated settlements involving privacy, data security and consumer protection issues.
